Latvia
Latvia is one of 54 countries with which Ukraine has signed a Memorandum on mutual recognition of seafarer diplomas and certificates. The list also includes: Greece, Belgium, Estonia, Ireland, Italy, Spain, Cyprus, Lithuania, Netherlands, Norway, and others. See the complete list of countries below.

Novikontas
With offices in Riga (Latvia) and Klaipeda (Lithuania), the company positions itself as one of the most renowned in the Baltic states, training over 6,000 seafarers from around the world annually. It specializes in courses for maritime, offshore, and renewable energy sectors. Novikontas is a member of international organizations IASST (International Association in Safety and Survival Training) and IMSF (International Maritime Simulator Forum).
Libau Training Center
The training center offers courses developed in accordance with STCW Convention requirements for seafarer qualifications. Training programs for personnel working on oil and chemical tankers, gas carriers. Also courses on safety, fire training, and medical care.
Botctraining Main Courses
Certified courses on STCW, SOLAS Refresher, Confined Space Awareness. Online training is available. Programs cover modules such as working at height, fire safety, manual handling, first aid and sea survival, following Global Wind Organization standards for skills in the renewable energy sector.
Romania

Another country that is a major provider of services for seafarers. Here you'll find Epsilon, a company well-known among Ukrainian seafarers, which, in addition to crewing, provides educational services. And, of course, other maritime training centers, which we'll discuss below..
Veritas Danube Training Center
The official name of Epsilon company's training center in Romania. The center is equipped with modern equipment, including: full-mission dual bridge and engine simulators that can operate in integration, 2-stroke, 6-cylinder electronic engine room system (ME-C), specialized ECDIS training programs from Transas, JRC, FURUNO, DANELEC and INTERMARINE. Good Winds Marine Services SRL is certified to conduct ECDIS Type Specific Course for SAM Electronic 1100 / CP 93X0. The course is developed by SAM Electronic and designed for operational officers and deck command staff. The training center serves as the second specialized control and support center that provides 24/7 monitoring and control of all AIDA Cruises and Costa Crociere vessels in Europe..
This is a subsidiary of Gaztransport & Technigaz SA (GTT). The training center offers 64 courses on its own simulators. The main focus is real-time fluid and gas behavior simulations in confined environments using G-Sim. Training is also conducted on ECDIS, UNITEST, Navi-Trainer Professional 5000 (NTPRO 5000) simulators, including DP operations. Certification of watch officers, chief officers, masters and pilots for all vessel types. Online training is available.
The training center prepares maritime, river and port specialists, as well as offshore industry workers. The main focus is STCW and MARLINS courses. Here you can take advanced training courses for navigators and engineers, as well as courses for crews of vessels with special characteristics, advanced training courses for ship electricians, fitters, donkeymen, able seamen, pilots and others.
An approved Marlins testing center. Online testing is available. Additionally, the training center specializes in intensive short-term courses for cruise ship and yacht specialists, including implementation of the latest software.
Croatia
Atlantis Maritime Education and Training Center
At Atlantis training center, seafarers can obtain STCW certificates, take offshore industry preparation courses, dangerous goods courses, occupational health and safety, electrical engineering. The center also trains yacht specialists.

The center offers more than 100 accredited STCW courses, as well as yachting and offshore training courses. Courses can be divided into the following categories:
- Maritime and STCW
- Occupational health and safety
- Tankers
- Passengers and maritime security
- Yachting and leisure
- Navigation and communications
- Refresher and upgrade courses
- Management and leadership
The training center trains specialists for tankers - from chemical carriers to VLCCs under various loading and stability conditions. As well as for container ships, Ro-Ro, passenger and fishing vessels. The training center is equipped with Transas NT-Pro 5000, ECDIS and ARPA simulators, as well as LCHS TRANSAS 4000/5000 liquid cargo simulator with 8 stations. There is a cadet program available.
This training center offers seafarers more than 30 courses. It is one of the first maritime training centers in Croatia. Training takes place on Wartsila-Transas Full Mission, Wartsila-Transas Full Engine, Polaris, STSTC Arpa simulators. STSTC electronic charts and ROC live station are used.
This is the first company in Croatia to receive ISO 9000 certification. Training programs fully comply with STCW and IMO standards and are approved by the Croatian Maritime Administration, MCA UK and the Nautical Institute UK. Specialization - training on high-speed craft, safety officer courses, courses for yacht specialists. Seafarers are offered training on HUET crane simulators, DP, high voltage simulators.
Training center for certification of offshore and tanker fleet personnel. Has IWCF accreditation for well control courses. Training programs:

- Specialized courses on handling dangerous goods and chemicals aboard vessels.
- Fire prevention and emergency response training.
The training center offers safety courses for offshore, oil and gas, and other related industries. Marlins testing is also available.
The training center is certified to ISO 9001:2015 standard by the Croatian Register of Shipping (CRS) and operates in accordance with MLC 2006 Convention rules. It is a member of the CROSMA Association.
Provides more than 40 STCW and other standard industry trainings, such as tanker maintenance programs, safety and environment, Marlins and CES tests. Seafarers have access to Transas Wartsila Bridge Simulator NTPro 5000, Kongsberg K-Sim Cargo, Engine Room Simulator Wartsila 5000 TechSim.
Cyprus
"Crewing Guide" wrote about the fact that Cyprus has a branch of the training center of the well-known BSM company in the
first article of the "TOP European Maritime Training Centers" series. The website of BSM's Cyprus branch is

Additionally, there is a "Staff Center" office represented here. Below you can read about other maritime training centers where you can obtain maritime certificates in Cyprus.
The training center's head office is located in Norway. In Cyprus, virtual and augmented reality training is conducted using the Trainingportal program.
Seafarers are offered to complete an online program (227 programs in total) covering safety, regulatory, operational and technical issues, and then reinforce their knowledge aboard the vessel with an assessor. Courses are certified under the DNV-ST-008 training program and are STCW accredited.
The Cosmos maritime training center conducts pilot refresher training for the ports of Piraeus and Lagos, Nigeria. This training center's STCW certificates are recognized by all European Community countries, and are also approved by all flag states, including: Panama, Bahamas, Liberia, Saint Vincent and the Grenadines, Honduras, Marshall Islands. Training programs are conducted on bridge, engine room, GMDSS, and cargo handling simulators.
At this center you can take:
- STCW courses;
- Safety and management training programs in oil and gas industries;
- Academic program: 16 months of academy training and 18 months of sea service, upon completion of which you can obtain a Second Officer certificate (OOW/OCEW);
- Practical program: 3 months of academy training and 18 months of sea service. After 4 months of training, you can obtain a Third Officer/Third Engineer certificate.
The center is accredited by the General Directorate of Merchant Marine of the Republic of Honduras, and is also recognized in Palau and Cyprus. It provides the opportunity to obtain certificates for working on vessels under the flags of Honduras, Palau, Marshall Islands, Liberia and others.
An online learning platform, after completing which you can obtain STCW certificates. SQLearn offers courses for seafarers working on various types of vessels, including oil tankers, gas carriers (LNG/LPG), chemical tankers, bulk carriers, container ships, general cargo, passenger vessels. Courses are approved by the American Bureau of Shipping (ABS) and the Liberian flag administration.
The main focus of the training center is maritime safety training in accordance with IMO requirements. Courses have been developed on maritime safety, oil spill prevention, as well as courses for masters, officers and crew on passenger vessels. Training takes place in the port of Limassol, with direct access to the port basin.
The academy is a fully equipped training center with TRANSAS simulators for bridge, engine, ECDIS, liquid cargo handling and GMDSS. Here you can take STCW courses such as BRM, ERM, ECDIS, safety courses, medical courses, tanker courses and much more.
The center is accredited by the Cyprus Maritime Authority and certified by LRQA to ISO 9001:2015 standard.
